Perhaps not an inaccurate word for its meaning, but more of its use by the author being taken as a pretentious use where a simpler word such as “offer” would suffice. Also, it might be taken in meaning that for a person to “proffer” something to another implies that the person “proffering” is doing so from a position of perceived superiority.
